Status: Paused – Conceptualisation
- A draft SA was prepared and, following a review, a resubmission was requested. This project has not yet progressed beyond this stage.
- A project evaluation has been conducted with the Ministry, which highlighted that there is a lack of clarity and consensus regarding the scope, purpose and anticipated outcomes of the project.
- In the circumstances, a decision was made by the Project Future Steering Committee on 26 April 2017 on behalf of Cabinet, for the project to be paused at this time, to revisit the project scope and anticipated outcomes, and to include any further activities in relation to the project for consideration as a part of the post-Election priorities, and as a cross-ministerial effort, led by the Cabinet Office.

Overview (taken from Cabinet’s Project Future Programme Brief): Concern over drug use and the relationship to crime and health problems is high in the community. This project will determine whether the range of functions currently required of the NDC under its legislative mandate (for information and intervention) are actually desirable in terms of the potential impact on drug use and dependency. Building on recent work, it will investigate whether there are significant gaps or overlaps between the NDC and other agencies and how this might be rectified. It will also recommend a framework for on-going evaluation and review of the effectiveness of drug policy in the islands.
Status: A Strategic Assessment is being progressed.
