Status: Business Planning

  • Cabinet approved a Strategic Assessment, on 9 August 2016, for the Ministry to proceed with the development of an OBC, on the basis of the recommendations from the SA to focus on evaluating two options for change:
    • Implementation of a programme of identified internal business improvements
    • A mixed sourcing strategy based on:
      • Developing in-house capability and improving its efficiency and effectiveness
      • Utilizing existing private sector capacity
      • Developing the market by encouraging new entrants including potentially a new staff mutual organization.
    • The OBC has not yet been submitted. The Ministry advises that this work is in progress.

Next key milestones: Finalisation of OBC, on the basis of the SA and submission for review by the BCRP.

Status: Business Planning

This project has completed a Strategic Assessment, which has been approved by Cabinet.  It has recommended that two options for change are evaluated through the business case process, which has now begun.  The first option would see the implementation of a programme of identified internal business improvements.  The alternative is a mixed sourcing strategy based on:

  • Developing in-house capability and improving its efficiency and effectiveness.
  • Utilising existing private sector capacity.
  • Developing the market by encouraging new entrants including potentially a new staff mutual organisation.
