Status: Business Planning

  • On 8 November 2016 a Strategic Assessment was approved for progression to development of an OBC to explore options for the future of the CAYS Foundation.
  • This project has not yet progressed beyond the Conceptualisation phase.
  • A cross-ministerial working group has been established to support with the development of an OBC, on the basis of the SA. However, the Ministry has reported that the project resources had to be diverted to support another major ministry project (ABO02).

Next key milestone: Completion of the OBC on the basis of the approved Strategic Assessment (estimated timeline: to be determined).

Project Updates as at 30 November, 2016

Status: Business Planning

During this reporting period, Cabinet has approved the Strategic Assessment for the project. The report assessed the operations and interactions of the Foundation with other agencies, in delivering services to children and young people who have been remanded or court-ordered into its care, and narrowed down the range of options for improvement.  A cross-ministerial group is taking forward the development of a business case to determine the appropriate way forward, and is working towards a March 2017 deadline for completion.

Overview (taken from Cabinet’s Project Future Programme Brief): The CAYS Foundation operates three residential facilities for children and young people at risk, running therapeutic and rehabilitative programmes. This project will determine the extent of any efficiency that would arise from reintegrating CAYS into the Department of Children and Family Services, and examine whether this reintegration would enable more effective service delivery.  It will identify any risks arising from reintegration, in particular to CAYS access to non-governmental funding.

Status: (A Strategic Assessment has been approved by Cabinet.)

  • As per agreed timelines, a Strategic Assessment is currently scheduled to be delivered by 31 July, 2016.
